Miles Morgan was engaged to develop a user-friendly predictive model to determine the optimal number of apprentices and trainees required in the labour market for each industry sector and at qualification level in Western Australia. The model had to be user-friendly and provide short- and long-term forecasts of these requirements in order to assist the Department identify and plan for current and future training needs for apprentices and trainees, and the resultant implications for the vocational education and training system. In order to develop the model had to encompass:

  • Calculation of expected business activity;
  • Workforce and demographic profile of the workforce required to carry out this activity;
  • Analysis of existing and projected supply of workers and skills; and
  • The cyclical nature of the industry.
